I’m Billy Oz Johnson, owner of Downtown Fineline Classic — tattooing professionally for over 16 years and creating art since I was a little Billy. After spending 10 years working a blue-collar job at California Water, I took the leap to pursue tattooing full time and built a shop centered around a classic tattoo shop vibe, good energy, and quality experiences. I specialize in custom tattooing with a focus on clean application, solid design, and making sure every piece fits the clients expectations and personality. From fine line and black & grey to bold traditional and large custom projects —ALL STYLES ARE WELCOME. Policies
- Deposit Policy
- A non-refundable deposit is required to secure all tattoo appointments. Deposits go toward the final cost of your tattoo. For multi-session projects, the deposit will be applied to the final session. Please provide at least 24 hours notice if you need to reschedule your appointment. Clients who fail to give proper notice or do not show up for their appointment will forfeit their deposit and a new deposit will be required to rebook. Appointments may be rescheduled up to 2 times without additional charge. After the second reschedule, an additional rescheduling fee may apply depending on the size and length of the appointment. Deposits are non-transferable and only apply to the original design discussed during booking. Major design changes may require a new deposit and appointment adjustment. If you are more than 20 minutes late to your appointment, additional time may be added to the final tattoo cost at the hourly rate, or the appointment may need to be rescheduled depending on the schedule for the day. Final pricing may vary based on the final size, detail, placement, and overall complexity of the tattoo.

- Cancellation & Rescheduling Policy
- Your appointment time is reserved specifically for you. Please provide at least 24 hours notice if you need to cancel or reschedule your appointment. All deposits are non-refundable. Cancellations, no-call/no-shows, or reschedules made with less than 24 hours notice will result in the loss of your deposit and a new deposit will be required to book again. Clients are allowed up to 2 reschedules without additional charge. After the second reschedule, an additional rescheduling fee may apply depending on the size and length of the appointment. If you are running late, please communicate as soon as possible. Arriving more than 20 minutes late may result in shortened tattoo time, additional charges, or cancellation/rescheduling of the appointment depending on the schedule for the day. Repeated cancellations, excessive rescheduling, or failure to communicate may result in refusal of future bookings.
- Cover-up policy
- Cover-up tattoos require an in-person or photo consultation before booking to properly evaluate the existing tattoo, scar tissue, skin tone, placement, and overall design possibilities. Not all tattoos are eligible for a cover-up, and some projects may require multiple sessions or laser tattoo removal before moving forward. Clients must send clear, well-lit photos of the existing tattoo along with the desired idea, size, and placement during the booking process. Flexibility with design, size, color, and placement is important to achieve the best possible result. Cover-up tattoos often need to be larger and darker than the original tattoo to ensure proper coverage and long-term healing. While every effort is made to create the best outcome possible, complete invisibility of the old tattoo cannot always be guaranteed. A non-refundable deposit is required to secure all cover-up appointments and will go toward the final cost of the tattoo.

- What days and hours do you work?
- My days vary throughout the week. Please inquire for a consultation to plan an appropriate day.
- Do you do small tattoos or Walk-Ins?
- Yes, I love doing smaller tattooed and will fit you into my schedule the same week if possible and depending on your availability to my schedule. I will have predesigns made to look through for walk-ins that fit what I’d like to do. All other walk-ins will be discussed to see if it’s a walk-in tattoo or will need more time to create/design and we will book an appointment from there. I will only do walk-ins on days I do not have appointments. These days will vary.
- Can I have my deposit back?
- No. Deposits are NON-REFUNDABLE. Once you have read the Cancellation and Rescheduling Policy and sent in the deposit, there should be no question as to why deposits are non-refundable. If you need to reschedule and do so in accordance to the Policy, there will be no issues with your deposit. However, failing to read all info listed on my page, could put your deposit at risk.
- How much of a deposit is required to book an appointment?
- A $100-$500 Non-Refundable deposit will be required to book each appointment depending on the project size.
- If my tattoo is almost done, but my time slot is over, can we add time to finish the remainder of the piece instead of booking another session?
- Yes. As long as I see that the remaining time is within a reasonable amount, you can complete the remainder of the piece for an additional rate.
- Will I be able to see the artwork any day before my appointment?
- Unfortunately, not. Drawings will only be viewable the day of your scheduled appointment. l ask for full control of the designing process, with your ideas and in one of my drawing/tattooing styles. -CHANGES- If any small changes need to be made to the design, we will do that the day of your scheduled appointment. If we need to make any large changes to the design, we will need to use your scheduled appointment to do another consultation. You will need to be rescheduled for another day.
